Sir,
Botanical and Afforestation Department,
Hengkong, 29th November 1899.
In connection with the Governor's instructions in his Excellency's Minute dated 27.11.99 in view of 5th December 1898 in which I was requested to undertake the work of collecting and transmitting Mosquitoes for the Commissioners appointed for the investigation of malaria, I have the honour to report progress to date.
As the collection of specimens required instruments and material which were unprocurable here, it was necessary to send to London for them, and pending their arrival, nothing could be done. The requisites were indented for by Mr. J.N. Stewart Lockhart, Acting Colonial Secretary, &c.
